


一、 大赛背景(Competition Background)
锡东新城为无锡市城市副中心,规划面积约125平方公里。其中,锡东新城商务区规划面积为44.06平方公里,以“三中心、一枢纽”(无锡城市副中心、锡山行政文化商务中心、无锡东部高端产业集聚中心和长三角区域性交通枢纽)为战略定位。自启动建设以来,累计政府性开发建设投入300亿元,主要经济指标保持年均20%以上的增长速度,特色产业加速崛起,功能服务日趋完善,城市品质持续提升,锡东新城商务区已然成为无锡联系京沪辐射周边的重要门户窗口、无锡融入长三角一体化发展的桥头堡。
优秀的城市公共艺术作品是表达城市精神风貌与文化性格的艺术形式,承担着“历史记录者”和“未来展望者”的角色,能够充分展现城市的历史底蕴、地域特色和城市形象。为了实现锡东新城的“开放式、生态型、国际化”发展目标,展示锡东新城的底蕴、特色和风貌,打造锡东新城的城市空间艺术形象,现特举办“2022无锡锡东新城商务区、无锡翠屏山旅游度假区公共艺术作品征集大赛”。
Xidong New City is the sub-center of Wuxi City, with a planned area of approximately 125 square kilometers. Business District of Xidong New City has a planned area of 44.06 square kilometers, with "three centers and one hub" (Sub-center of Wuxi City, Administrative Cultural Business Center of Xishan, Wuxi Eastern High-end Industrial Cluster Center and Regional Transportation Hub of Yangtze River Delta) as the strategic positioning. Since the start of construction, a total of 30 billion yuan has been invested in government-related development and construction, and major economic indicators have maintained an average annual growth rate of more than 20%. Characteristic industries have risen at a fast speed. Functional services and urban quality have been improved constantly. Xidong Business District has become an important gateway window for Wuxi to connect with Beijing and Shanghai, and a bridgehead for Wuxi to integrate into the Yangtze River Delta.
Excellent urban public art works are art forms that express the spirit and cultural character of the city. They assume the roles of "historical recorder" and "future prospector", and will fully demonstrate the city's historical heritage, regional characteristics and city image. In order to realize the development goal of "open, ecological and international" of Xidong New City, display the heritage, characteristics and featuresof Xidong New City, and create the urban spatial artistic image of Xidong New City, the "2022 Wuxi Xidong New City Business District-Wuxi Cuiping Mountain Tourist Resort Public Art Works Collection Competition" is hereby held.

三、大赛理念与主题(Competition Idea and Theme)
锡东新城构建了全方位的立体交通网络,交通便利,尤其是位于其中的无锡东站更是无锡市的重要门户;在基础设施建设上重视市民的日常活动,生活设施齐全,科技产业发达;区域环境优美,森林覆盖面积大、湿地众多。考虑到锡东新城各方面的特点和优势,故大赛选择以交通、生活、科技、生态等因素为征集作品的创作内容。并且,大赛以“共享”为设计理念,通过“人城互动·万物交通”、“生活回归·科技共享”、“山水汇聚·生态开放”三个主题组征集作品。
Xidong New City has built a comprehensive three-dimensional transportation network with convenient transportation, especially the Wuxi East Railway Station, which is in an important gateway to Wuxi. In infrastructure construction, the daily activities of citizens are emphasized, living facilities are complete, and technology industry is developed; The regional environment is elegant, with large forest coverage and numerous wetlands. Considering the characteristics and advantages of all aspects of Xidong New City, the competition selected factors such as transportation, life, technology, and ecology as the creative content of the solicited works. In addition, the competition is designed with "sharing" as its design concept, soliciting works through three thematic groups of "Human City Interaction, Communication of All Things", "Life Return, Technology Sharing", and "Landscape Convergence, Ecological Openness".
四、征集区域点位(Regions and Locations)
(一)各主题方向的区域点位和特色内容
注:无锡东站北广场、九里河湿地公园北侧规划馆前广场、映月湖中央公园迎宾广场及映月广场为重点征集点位。
Note: The north square of Wuxi East Railway Station, the planning hall square on the north side of Jiuli River Wetland Park, Yingyue Lake Central Park Yingbin Square and Yingyue Square are the key collection points.

五、参赛作品要求(Entry Expectations)
1.参赛作品要与锡东新城区域的城市规划、经济业态、人文特点、文化传承和城市精神等相匹配。
2.作品设计方案应主题鲜明、形式新颖独特,富有艺术性、创新性、视觉感染力。
3.创作者需结合现场环境,可根据所提供的点位进行构思创意,体现大赛主题,灵活运用材质,创作具有锡东新城文化特色的作品。
4.作品可为系列作品,也可为单件作品。
5.具体参赛作品可为以下三种类型:A城市雕塑;B景观小品;C公共艺术设施。
注:各类参赛作品均不能含有色情、暴力等因素,遵守《广告法》和国家有关法律、行政法规的规定,意识形态及政治观点不能与中华人民共和国法律相抵触。符合民族文化传统、公共道德价值、行业规范等要求。所征集的设计作品方案必须为原创,且未以任何形式公开发表或投稿。凡涉及抄袭等侵权行为,均由应征者本人承担相应责任。
(1) The entries must match the urban planning, economic format, humanistic characteristics, cultural heritage and urban spirit of the Xidong New City.
(2) The design of the work should have a distinctive theme, a novel and unique form, and should be artistic, innovative, and visually appealing.
(3) Articipants need to combine the site environment, conceive ideas according to the points provided, reflect the theme of the competition, use materials flexibly, and create works with the cultural characteristics of Xidong New City.
(4) The work can be a series of works or a single piece of work.
(5) The specific entries can be of the following three types: A. city sculpture; B. landscape sketch; C. public art facilities.
Note:All entries must not contain pornography, violence, etc., comply with the "Advertising Law" and relevant national laws and administrative regulations. Ideology and political views must not conflict with the laws of the People's Republic of China. All entries must meet the requirements of national cultural traditions, public moral values, industry norms, etc. The solicited design proposal must be original and not published or submitted in any form. All infringements involving plagiarism, etc. shall be borne by the participants.
六、大赛报名及作品提交方式(Submission Procedures)
(一)报名途径(Submission notes)
1.提交参赛作品三个角度的电子版图片、个人照片、身份证(正面、背面)扫描件及填写完整的《报名登记表》(电子版文件)和《作者承诺书》(扫描件)打包发送至收件单位邮箱参加评选。国外参赛作者原则上用英语填写。报送材料逾期不予受理。
2.以图片或视频形式提交作品均可。
图片形式:作品图片文件不小于5MB每张,按照"作者姓名+作品名称+点位"的格式命名,图片尺寸指定为A3(297x420mm)横竖构图均可,图片格式为JPG格式,分辨率为300dpi,颜色模式为RGB。
视频形式:视频以MP4格式提交,时长在5分钟以内,标清或高清不限。
3.每一件参赛作品需附带较为详细的文字说明。
4.只需要网上提交,无需邮寄实物及报名表。
5.应征者递交的作品材料概不退还,请自行保留底稿。
(1) Submit the three electronic photos of the work from different angle, personal photo of participants, scanned copy of ID card (front and back) and completed "Registration Form" (electronic document) and "Author Commitment Letter" (scanned copy). All submission materials should be packaged and sent to the recipient's email address. Authors from abroad should fill in English in principle. Overdue materials will not be accepted.
(2) Works can be submitted in the form of pictures or videos。Picture requirements:The picture file of the work shall not be less than 5MB, and shall be named according to the format of "author name + work name + location". The picture size should be specified as A3 (297x420mm) in horizontal or vertical composition. The picture should be JPG format with a resolution of 300dpi and an RGB color mode.Video requirements:The video should be submitted in MP4 format. The duration is less than 5 minutes. Video definition requirements are not limited to SD or HD.
(3) Each entry must be accompanied by a more detailed text description.
(4) Related materials should be submitted online, and there is no need to mail physical objects and registration forms.
(5) The submitted documents will not be returned, please keep the manuscripts by yourself.
(二)作品网上提交(Online submission of works)
设计稿与参赛报名表(须提供设计说明,字数要500字以内)发送到官方指定邮箱:xidong2021design@126.com(邮件主题标注“作者姓名+作品名称+点位”)。

(三)作品征集时间(Submission deadline)
初评网上报名及作品提交截止时间:2022年03月20日。
投稿人请于2022年03月20日24∶00前报送参赛作品。

七、赛程安排(Competition Schedule)
1.投稿时间:即日起至2022年03月20日24∶00;
2.初评时间:2022年03月21日至2022年03月23日;
3.公众投票:2022年03月25日至2022年03月29日;
4.复评时间:2022年03月30日至2022年03月31日;

八、奖项设置(Awards)
本次比赛奖项及奖金设置:
特等奖(1名)∶60000元人民币
此外,针对“人城互动·万物交通”、“生活回归·科技共享”、“山水汇聚·生态开放”三个主题组,每组各评选出一、二、三等奖及优秀奖,其中:
一等奖∶30000元人民币(每组各1名)
二等奖∶15000元人民币(每组各2名)
三等奖∶8000元人民币(每组各3名)
优秀奖∶3000元人民币(每组各若干名)
注:本次比赛的所有奖金均为税前数额。在参赛过程中发生的一切费用,以及获奖者所获奖金的税金等费用均需参赛者自行承担。

九、评审形式(Review and Judging)
(一)评委组成(Judge composition)
1.初评:初评环节的评委由主办单位领导、组委会聘请的相关领域专家担任。
2.复评:复评环节的评委由主办单位聘请相关领域的专家组成艺术委员会担任。
(1) Preliminary review:In the preliminary review session, a preliminary review committee is composed of organizers and experts in related fields designated by organizing committee.
(2) Review: In the review session, a review committee is composed of experts in related fields designated by the organizer.
(二)评选方式(Judge methods)
1.初评∶由主办单位领导、组委会聘请的相关领域专家对征集到的作品方案进行评审,并评选出入围作品。
2.公众投票:大赛组委会在指定网站对入围作品进行公示,并由公众在网络平台对入围作品进行投票。
3.复评∶根据公众投票的结果,综合相关领域专家的意见,由组委会、艺术委员会专家共同选定获奖作品,并评定奖励级别。
4.公示:复评结束后,主办单位将在无锡锡东新城商务区微信公众号、无锡翠屏山旅游度假区微信公众号、江南大学设计学院微信公众号等平台公示获奖信息,并联系获奖作者。

十、相关知识产权及作品所有权说明
(Description of Related Intellectual Property Rights and Works Ownership)
1.凡提交作品参加本活动的投稿人均视为已承认并遵守本公告的各项规定。
2.投稿作品必须原创,作者应拥有作品全部的知识产权,且未在任何户外场地建设,杜绝抄袭和一稿多投。
3.参赛作者提报的作品方案不得侵犯第三方的专利权、著作权、商标权、名誉权或其他任何合法权益。
4.投稿人投稿后,即视为投稿人授权主办方在本次活动期间的可将投稿作品用于包括设计方案宣传、出版、展览及实施等与本次活动相关的有关知识产权的直接使用;未获奖作品如主办方使用,可另行签订有偿使用协议。
5.本次活动有关的一切争议均应适于中华人民共和国相关法律。
6.因丢失或损坏、误寄、失窃或其他非主办方的原因造成参赛作品丢失或是损坏主办方不承担任何责任。
7.大赛所有获奖参赛作品的知识产权归大赛主办方所有,在奖金发放前,获奖参赛者/企业/团队需协助组委会签署《知识产权许可使用协议》,授予主、承办方享有对相应设计方案进行再设计、生产、销售、展示、出版等全部权益。作者不得将此权利再次授权任何其他个人或机构,作者保留对其作品的永久署名权。
8.投稿作品无论是否采用均不退回。
9.主办方对本次活动的所有文件保留最终解释权。
10.未尽事宜参照知识产权相关法律法规。
(1) All participants who submit works to participate in this event are deemed to have acknowledged and complied with the provisions of this announcement.
(2) The submitted work must be original and has not been constructed in any outdoor venue. The author should have all the intellectual property rights of the work. Plagiarism and multiple submissions are prohibited.
(3) The submitted works shall not infringe the patent, copyright, trademark, reputation or any other legal rights of third parties.
(4) Once the works are submitted, it is deemed that the contributor authorizes the organizer to use the submitted works for the direct use of related intellectual property rights related to the event, including the promotion , publication, exhibition and implementation of the design plan during the event. If the unaward-winning works are used by the organizer, a paid use agreement shallbe signed separately.
(5) All disputes related to this event shall be applicable to the relevant laws of the People's Republic of China.
(6) The organizer does not assume any responsibility for the loss or damage of worksdue to loss or damage, misdelivery, theft, or other reasons other than those caused by the organizer.
(7) The intellectual property rights of all winning worksin the competition belong to the organizer of the competition. Before the bonus is issued, the winners/companies/teams need to assist the organizing committee to sign the "Intellectual Property License Agreement" and grant the host and the organizer all rights and interests to redesign, produce, sell, display, and publish the corresponding design plan. The author shall not authorize this right to any other individual or organization again, and the author reserves the right to sign his work forever.
(8) Submitted works will not be returned regardless of whether they are adopted or not.
(9) The organizer reserves the right of final interpretation for all documents of this event.
(10) For uncovered matters, refer to relevant laws and regulations on intellectual property rights.
十一、其他事项说明(Other Explanation)
1.如因不可抗因素影响而延期举行赛事,将在无锡锡东新城商务区微信公众号、江苏省无锡翠屏山旅游度假区微信公众号、江南大学设计学院微信公众号通知具体时间。
2.投稿作品在评选结果公布前不得重复参加其他相关评选活动,因作品重复投稿产生的法律纠纷由该作品投稿者承担。
3.作者不得将获奖作品用于任何商业用途。
4.本次活动的最终解释权归承办单位所有。
(1) If the event is postponed due to force majeure, the specific time will be notified on the WeChat official account of Wuxi Xidong New City Business District, the WeChat official account of the Cuiping Mountain Tourism Resort, and the WeChat official account of the School of Design of Jiangnan University.
